llvmlite0.31 is compatible with LLVM versions 7.0 to 8.0.It doesn't seem possible to mark a specific version so it works everywhere. Instead,
llvmlite>=0.31ensures that new installations install the newest version, but if the users already have an llvmlite version installed,pipwill keep it.
