new(juniper): monitor juniper through netconf (ssh)

Description

With that plugin, you can monitor your juniper in SSH (sshcli backend only) (same scope than SNMP).
To add that capability, we need to refactor juniper paths (break).

To simulate, use options --command and --command-options.
