[CHEF-12875] Updated the workflows after forking to chef

Description

We forked the core test-kitchen repo to the chef org in order to make it work with the chef infra 19. This PR achieves the following.

• Updated the lint and integration workflows
• Removed the publishing workflow.
• Added the expeditor config.
