- spotbugs has been unused and likely broken (see: d943773), so instead of investing in recovering this unused & broken tooling, delete it & in the future, explore a bug/code smell detection tool that is consistent with our sister project UAA (https://github.com/cloudfoundry/uaa), aka Sonar Cloud. [#185751103]
