📌 #1.1 - Create Question UI & Routing (/admin/questions/create-question)

Form to input new questions (text, multiple-choice, images, equations).
Support for LaTeX/math input.
Save draft and publish options.

📌 #1.2 - Questions Bank Page (/admin/questions/question-bank)

Table displaying all stored questions.
Filters for year level, category, and difficulty.
Edit and delete question functionality.
