ENH: add .zenodo.json file

Dear @con/i18n and others who contributed or know someone who contributed to the OBC, please contribute to this PR.

• order might be tuned later
• any collaborator should be able to push to this PR directly
• alternatively just paste records to add here, probably could be done via github suggestions mechanism: e.g. see 6. in https://help.github.com/en/github/collaborating-with-issues-and-pull-requests/commenting-on-a-pull-request on howto - it is really simple
