Background
Services created with Scaffolder automatically have
cortex.yamldescriptors created for easily syncing them with Cortex. However, since this repository is intended as a template repository for plugins rather than a source of truth as well as for use by multiple different customers who may have different strategies for defining their catalog entities, it doesn't make sense to assume how they want to define their plugins.This PR
