Finish internal build workflow (#735)

* Finish internal build.

* Add comments.

* Add different branch reference for testing with that unmerged workflow.

* Debug setup

* Revert setup.py

* Adjust comments

* Tweaks to input params.

* Change python version to match Cloud.

* Finalize workflow.

* Change branch reference of workflow to main.
