Update press release css and add BR 0.1.8 release (#1136)

* Remove www. from decred.org URLS.

* Wrap long lines.

* Don't display https:// in URLs.

* Review press release CSS.

- Reduce size of headers. This means we can use h2/h3 instead of h4/h5.
- Make links white instead of blue.
- Reduce scale of block quotes and add authors.

* Add bison relay 0.1.8 press release.
