Updating the GHA that runs tests and uploads to https://app.codecov.io/gh/deepcharles/ruptures

Now using codecov/codecov-action@v4 as mentioned in https://github.com/marketplace/actions/checkout

Tried codecov/codecov-action@v3 and codecov/[email protected] according to
codecov/codecov-action#1293 but does not allow a workaround to stick temporarily with tokenless uploads to codecov.

Seems like we definitively have to use CODECOV_TOKEN according to https://docs.codecov.com/docs/adding-the-codecov-token
