Just realized the OSCAL isn't in the tagged versions of the capabilities yet. Will convert to draft until each capability has a tagged release with OSCAL. |

Adds GitHub action to use our component-generator repo that takes the OSCAL files from the capability repos and combines them into a larger single OSCAL file for a package.
Uses a config file to fill out the OSCAL metadata and to tell it either local OSCAL file paths (none in this case) and/or remote file paths.
Also updated renovate to track these repo versions and to update the config file.
