Fixes that enable Nightwatch to run offline and allow the display of data through the Nightwatch webapp. This is motivated by the cutoff of network access at KPNO and the changes have already been implemented by @mlandriau in the working copy on desi-8. Two elements need to be completed before the PR can be merged.
BOKEH_RESOURCES=inlineis defined both for the Nightwatch monitor and the webapp at both KPNO and NERSC.
