Bump @octokit/plugin-paginate-rest and netlify-cli

Removes [@octokit/plugin-paginate-rest](https://github.com/octokit/plugin-paginate-rest.js). It's no longer used after updating ancestor dependency [netlify-cli](https://github.com/netlify/cli). These dependencies need to be updated together.

Updates `netlify-cli` from 17.37.1 to 18.1.0
