Add to
cns_root-canister ability to register TLD operators, where the feature is available only for canister controllers, and only for.icp-TLD. This allows for custom CNS deployments in various settings, e.g. for testing.Also, factor out various CNS-types to a module, for reuse in CNS canisters.
