This is a fix related to https://dhis2.atlassian.net/jira/software/c/projects/DHIS2/issues/DHIS2-15354
I backported a change to v38 for password reset logic, but this did not work fully because the v38 request to api/users was missing
emailfield (one part of the logic requires checking that the listed user has an email).
