updating smoke tests to only look at python 3.10 and 3.11 like sorcha
changing CI to only look at 3.10 and 3.11 python
updating PR template so it's short like sorcha

We also need Numpy rolled back to <2.0 here. |

I was going to leave it here because if sorcha relies on less than 2.0 it will force the reinstall of the correct version. otherwise we've got to keep remaining what we've pinned and not pinned |

Partially addresses #24 by removing 3.9 which is not recommended with numpy 2.0 - Also fixed the lengthly PR template.
