First commit: Incorporate new errors added for the ref readonly feature.

* Consolidate errors in misc folder

Add ref related errors currently in the misc folder to the new file.

Move the content from the same folder into the ref parameter and argument file.

Some ref errors are for things like features not supported, or disallowed in lambda expressions or expression trees.
