Update of FlexiBLAS and PerlModule easyblock for #3527

These are the two typical cases:

  • FlexiBLAS has custom static paths which can be set at init
  • PerlModule has custom dynamic paths that can only be set on the module step

Build succeeded for 2 out of 2 (2 easyconfigs in total)
