This PR switches REStake to use the validator registry for operator information, via an API provided by cosmos.directory.
I've migrated all operators up to this point to validator-registry, although monikers/identities weren't always 1:1 so I assume validators will submit updates when they want.
Any PRs merged on validator-registry will be available on REStake within 15 minutes, cosmos.directory fetches it on a schedule.
