The emulator now supports
ON DELETE CASCADE. This is needed when bumpingcloud.google.com/go/spannerto v1.48.0 or beyond as it now automatically inserts the defaultON DEFAULT NO ACTIONclause (see googleapis/google-cloud-go#8296).See example failure in iam-go: einride/iam-go#523
