[8.14](backport #3963) Create Monitoring Azure OpenAI docs

This PR closes #3961.

Creates a tutorial for the Azure OpenAI integration, and should include the following sections:

• Set up Azure to collect logs
  • Create event hub
  • Configure diagnostic settings
  • Create storage account container
• Set up Azure to collect metrics
  • Create app registration
  • Add credentials
  • Add role assignment
• Configure the integration
  • Configure logs collection
  • Configure metrics collection
• Install Elastic Agent
• View logs and metrics in Kibana (Overview dashboard)
• Collect APM data with OTel
• View APM data in Kibana.
• What's next (Alerts, SLOs, ML jobs)
