Description
To ensure that users don't accidentally expose transactions sent to their local nodes, disable tx pool gossip by default.
Note that we will need to flag this in the release notes clearly so that people know to set
--rollup.disabletxpoolgossip=falseon any nodes that do need to gossip transactions.cc @roberto-bayardo
