I don't know offhand how common PR templates are for the other tracks, but it seems this is easily typed in by hand, no? I must be missing something here, but I'll approve it nonetheless.

I generally have to manually edit other contributors' PRs' descriptions and link issues myself, so hopefully this template will remind them to do it when opening PRs
