Adding new readme file named after "README-ta.md" for tamil language translation.

We need someone who understands Tamil to review the changes. In case there's no one who understands Tamil, I can review it by Translating to English.

I will wait for some days / weeks.

I’ve reviewed the new README-ta.md file, and it’s correctly translated into Tamil. The content aligns perfectly with the English README, covering all necessary topics, examples, and explanations accurately.

Looks okay in general 👍

Unfortunately the translated version from Tamil to English may not generate the exact English version we have. And in some cases the language is confusing in the Tamil->English translated version.

While I am in favor of landing this, I suggest we wait for at least 5 approvals from native Tamil speakers.
