Add an Open edX Filter that configure cohort certificate overrides filter. fccn/nau-technical#257

Add a receiver of `COURSE_ENROLLMENT_CHANGED` Open edX Event, that will create a new Manual ID Verification if the enrollment mode of the enrollment that was changed is `verified`.
