Add package information for fcitx5 and fcitx to the build rule of MODULE.bazel.

It seems that the program needs to be run with regular user privileges, not root privileges. Within GitHub containers (such as Arch, Debian, etc.), processes appear to be run as the root user by default. Therefore, this issue can be resolved by creating a separate regular user within the container and executing the program as that user. |
