Last pass (maybe)

Fix a few things per @smagdali requested changes.

- Moved CO2.Storage to former tools list
- Truncated Swan (no need to expand all their suite of tools)
- Fixed all items under former tools list to past tense
- Move links to headings where appropriate, and parenthesized canonical URLs of some of our deprecated projects
- Removed deprecated badge from Web3.storage
- Added Spade as its own active project; Graduated Evergreen to deprecated
- Removed Fil+ deprecated website, awaiting further comment whether to add Fil+ in general
