Irksome manual

I think this was what was discussed in the last Firedrake meeting, if you want a direct link to the Irksome HTML docs you will need to open a PR on the Firedrake repo.

This PR:

• Fixes your docs
• Checks internal and external links (only on master, but that's an easy change if you want to check every PR)
• Builds the HTML docs
• Builds the LaTeX docs
• Adds the PDF manual to your HTML tree
• Uploads the build artifact on PRs so you can check what the docs looks like
