Rebases the Docker image to Ubuntu 22.04 Jammy. I don't understand why webui was patched in that way, but i tested the stock webui and it looks fine, so I removed the patches. Use --depth=1 to speed up the git clone.
Move some parts of installation to Dockerfile, for better caching; Use venv for installation of python packages (prepares for noble).

This patchset removes the UI patching and rebases the image to Ubuntu 24.04.
