Replaced docsearch and welcome commands with migrated command. Additionally removed the handlers. cc @benw202 for review |

feat: Disabling migrated commands and adding a message to highlight the same
Description
Disables (but not removes) commands that will be moved to a new bot using slash commands for those disabled. Over time, all functionality will be moved to this new bot.
It also provides a message to highlight the change.
