Updated Aws Ansible, added elastic IP.

I have made updates to the old collection names and parameters to align them with the current Ansible version. Due to these changes, the previous configuration was not working as expected. Additionally, I have added functionality to associate any available elastic IP with the created instance or create a new elastic IP if none are available.
