Develop a standardized SmartDashbaord for the team to use for competition. perhaps write some short documentation so other developers know how they should use it or what approval they should obtain to add new information to it.

I'm unsure what this is. SmartDashboard already exists. It sounds like a lot of unnecessary work to make our own custom version.

Not a custom version. A standard SDB layout for us to use.

I still don't understand. You put stuff on smartdashboard, and it shows up you don't have a say on where it ends up, but you can reorganize it once its there. Until we know what we're putting on SmartDasboard, it seems rather unnecessary to create a layout.

This issue is so that we can figure out what we want on the dashboard and agree as a team and think about it before competition.
