Abandoning this branch. The main work I did was to move to BigQuery, which turns out is poorly suited for the kinds of query and volumes we want to issue. A collection of SQLite databases is better, albeit requires a time-consuming up-front ETL stage. |

In order to make this work, I'm also moving the project to GCP, Dockerizing the web, using Google Cloud Run to host, and using Google BigQuery for the FEC data loads.
