What this PR does / why we need it:

The glci repository contains lots of old and obsolete code that was previously relevant in conjunction with the Tekton pipelines used to build and publish Garden Linux releases < 934. Since this code is no longer relevant for todays publishing workflow, it should be removed from the repo.

Special notes for your reviewer:

There might be more cleanup coming in future PRs.

Release note:

Old and obsolete Tekton related code got removed from glci.

These files were used to generate the steps for the Tekton
pipeline that was used for releasing Garden Linux 576 and earlier.
Since we are no longer using Tekton since the productive release
of Garden Linux 934, the files have become obsolete and are
therefore removed from this repo.
