the debbuilder is disabled too

it should be straightforward to temporarily re-add it to https://github.com/gazebo-tooling/release-tools/blob/master/jenkins-scripts/dsl/gz-collections.yaml

since this is a trivial PR, we could merge without the required CI jobs by merging with admin privileges or by removing the missing jobs from the branch requirements for sdf9

we would still need to do something to enable the sdformat9-debbuilder job, but maybe we can manually enable it?
