Techincally this is part of the UI stuff, but it stands out when you have the reactions in there so adding it here.

Adding a new reaction:
We have a bunch of pre-determined emoji responses that can be applied to comments only (makes no sense to apply them to posts too since that's distracting from the core up-voting functionality)
