winff: Update to 1.6.4

**Summary:**
- Update download link
- Dwarf instead of Stabs for debug symbols
- Hardening options for linker
- O2 optimisation
- Formatting (all units)
- String type assignment warnings in Unit6.pas
- Prevent shell injection (further fix)
- Remove commented out code in Unit1.pas
