This is a first draft for a Docker file which we can use to allow users to more easily compile lc0 (which turns out to be non-trival as we can see from #532).

I used the Docker file provided by tensorflow_cc as a base.

Currently, the build is still incomplete, but I would love to get some feedback. Maybe it’s possible to simplify the file.
