Deploy mocks, working committee requesting

We needed mock E3 contracts to be deployed to request a committee. This adds mock deployments so that when running yarn hardhat node, a functional, mocked, E3 program is deployed along with the main Enclave contracts.

The committee requesting task was modified to use the mock contract values unless arguments are passed into the command.
