Skip textureSample tests on WebGPU CTS compat Android

textureSample,
textureSampleCompare,
textureGatherCompare
with offset=true fail on Pixel 6.

These are already skipped in non-compat CTS,
because these failures add a lot to CTS runtime.
Change the corresponding compat Failure to Skip.
