chore(build): Update loki release code for k239

What this PR does / why we need it:
Updates the release vendoring code for k239, so that the various latest tags are correct.

Process was to update .github/jsonnetfile.json with 965213a0fe2632438ab0524d606cb71d414e2388 and run make release-workflows.
