Update mikrotik.md (#335)

* Update mikrotik.md explain that mikrotik requires the fiber to be plugged in before allowing ping/telnet/webGUI * Update mikrotik.md RouterOS 7.15beta4 has introduced sfp-ignore-rx-los, which allows configuring the SFP without plugging the fiber. Tested and confirmed on my 5009.

+This will trigger an alarm on the OLT at least on the first config.
