  1. Create default Privado servers 

    Every time Privado update their configs, some server numbers change
breaking existing `docker-transmission-openvpn` config. This links the
first server for each city from `syd-XXX.ovpn` to `syd.ovpn` to make it
usable in the Docker config as `syd` instead of `syd-XXX`.
