Remove Docker Support for Antrea Windows (antrea-io#6019)

This patch removes the support for the Docker container runtime from the
Antrea Windows Agent. The specific changes made in this commit include
modifying the CNI call to return an error when the runtime is identified
as Docker on Windows, and deleting all Docker-specific logic from the
CNI server implementation.

We also stop publishing installation artifacts for Windows Docker
support, and remove support for Windows Docker from testing scripts.
