The atproxy tool was intended to make it easier for USSs to initially support automated testing before they were able to dedicate more resources to exposing new external endpoints. However, it seems that most USSs are able to commit to full development of automated testing support without the need of this tool, and therefore there has been little usage. To reduce maintenance burden, atproxy is removed in this PR, though it will still exist in commit history if it needs to be resurrected in the future.
