You can embed the H5P content anywhere in the course using a hack which is part of the v118_rtl_support branch. it is dependent on installing https://github.com/nadavkav/moodle-atto_hvp
You can get unofficial RTL support by downloading this plugin when the branch is set for v118_rtl_support
