Remove old unused "commit" option to loaddata.handle #308

The "commit" option to loaddata hasn't been available since Django 1.5 and we can almost certainly rely on the existing handle function for it's database close logic.

Removing code will make the coverage go down ever so slightly, but the functional tests pass.
This should fix issue #307

Thank @dlareau! I'd appreciate breaking tests that demonstrate the fix, but I'll take the practical experience on #307.
