Run citiy-search, if less than 10 search results

User Story: As a user I want to find things around me, but I only see one search box: so when I put in my hometown there, i still expect some results that lead me towards, what i am searching.

Problem

• Sometimes people search for things, but are just outside of the correct bbox.
• People sometimes try to search for cities, but dont find the special region search filed. Beacause the Region-Searchfield is hidden behind the filter menu
  

On the old frontend there was a fall-back city search which automatically searched for cities, if less then 10 entries. (And it also searched outside of the bbox)

Solution

• If there are less than 10 search results, start a regions-search and show the best 10 matching cities (like in the old frontend)
