What this PR does / why we need it:
This PR makes calico version v3.29.1 default.
Add hashes for 3.29.1 3.28.2, 3.27.[4-5]
Add missing permission for 'tiers' resources projectcalico/calico#9484

Cleanup old versions, retaining only 3 supported versions of Calico.

Which issue(s) this PR fixes:

Fixes #11778

Does this PR introduce a user-facing change?:

The v3.27 release Calico uses libraries from Kubernetes version v1.27.16 which is end-of-life and is not receiving security updates. There may be unfixed security issues in these Kubernetes libraries. Please consider upgrading to a newer version of Calico to receive the latest security fixes and mitigations.
