More automatic raw file production treatment

• Automatic discovery of produced rawfiles in folder when they close
• Read rawfile job upon transfer, to classify - can directly put in QC
• Docker image deploy for this classification with scanheadsman
• Rawfile with annotated dset id will show up as pending in dset for user to OK (maybe jobstate=hold as mechanism for this?)
• register_file will be folded into the transferstate function, no need to separate the two

(maybe there is a need for the register, e.g. analysis, db downloads, etc)
